The extant research literature on Information Systems (IS) project management suggests there is considerable confusion about the true nature of IS projects. The bewilderment is expressed in a number of ways. Appropriately, there are debates about what constitutes project success and what factors influence project failure. This thesis sketches an image of projects that suggests IS projects are sites of continuously evolving human action. Project organising attempts to reweave actor beliefs and habits through the institution of particular cognitive representations, to encourage new experiences. The experience of being together as a project organisation is therefore nothing more than a temporal process of human relating, in which the project team members together continually review their futures by actions in the present. Team coherency, synergy and co-operation is influenced by the pace and extent to which the projects mandate is absorbed into the background as a phenomenal domain and provides affordances for project participants.

The European Union's (EU) good governance policies consider civil society an actor promoting development as well as political accountability of governments, thus contributing to the democratisation of political systems. By means of its European Neighbourhood Policy (ENP), the EU promotes good governance in its relations and cooperation with neighbouring countries to the East and the South, including Syria. The cooperation in the domain of good governance has not been successful in the southern neighbouring countries, although some governments have allowed civil society to become more active. Indeed, authoritarianism prevailed in the whole Arab region until recently. This study argues that the EU's good governance policy is based on questionable assumptions with respect to the nature of civil society, as well as the willingness of state and civil society to cooperate. Syria, as an extreme case of authoritarianism, is taken as an example. The connotation attached by the EU to civil society in Syria is normative and overlooks its complexity and the character of its relations with the state.

It uses poet Brian Hooker's 1923 English blank verse translation as the basis for its screenplay. The film was the first motion picture version in English of Rostand's play, though there were several earlier adaptations in different languages. The 1950 film was produced by Stanley Kramer and directed by Michael Gordon. José Ferrer received the Academy Award for Best Actor for his starring performance as Cyrano de Bergerac. Mala Powers played Roxane, and William Prince portrayed Christian de Neuvillette. The film is now in the public domain, and is available in both VHS and DVD formats.
